kleśa-karma-vipākāśayair aparāmrshtah  purusha-viśesha īśvarah

Īśvara (God) is a distinct soul, a special type of consciousness who is not touched by any miseries, actions, the fruits or results of actions, or the impressions produced by actions.

Who, or what, is this īśvara, God, to whom we should surrender? If all of existence is one unbounded, unfathomable unity, then īśvara is the closest distillation of That into form, or, rather, "being-ness." This being-ness is free of suffering, unaffected by actions or the fruition of actions. It is never wrong and never suffers, because Everything That Is, is always exactly as it is – and no other way – thus, it is perfect.
